My account was hacked and my username is supposed to change, please help

My account was compromised a couple of weeks ago, I managed to gain control of it again and took all of the regular steps. I.e. Password change, 2FA enabled, signing out on all devices, etc.

But when I first tried signing in, I got a microsoft notification saying that my address was going to change some time in the next month to a Russian address. There was an error code and a link in case I did not request this. I clicked the link and it wanted an authenticator app code, but because of my new phone, I didn't have this email on the app. By the time I fixed the issue with the authenticator app, the notification was gone and I didn't take a screenshot of the error code.

Basically, should I be worried, and how should I fix this?

    Hi! Go to Security basics and review Recent activity; mark anything unfamiliar as This wasn’t me or Secure your account. Then check your info / Sign-in preferences and manage how you sign in to confirm there are no unfamiliar email aliases, phone numbers, or sign-in aliases attached.

    Because attackers often leave mailbox changes behind, also sign in to Outlook.com and check Mail > Forwarding, Mail > Rules, and Account > Automatic replies.
