Hello,

I’m trying to finalize the Company Developer Account registration process (https://storedeveloper.microsoft.com/en-US/home), however I receive the error just before being able to proceed to the payment page:

We're unable to complete your request

unauthorized_client: The client does not exist or is not enabled for consumers. If you are the application developer, configure a new application through the App Registrations in the Azure Portal at https://go.microsoft.com/fwlink/?linkid=2083908

I’ve tried logging in with different email addresses, but keep receiving the same error. If I log in with the company email address, I get the following error:

We ran into an issue while starting enrollment. If you're signed in with a work account linked to an organization, note that it isn't supported. Please sign in again with a personal Microsoft account (Outlook or Live).

The error occurs because the Company Developer Account onboarding flow requires a personal Microsoft account (MSA) and not a work/school (Microsoft Entra ID) account, and the sign‑in client being used for the flow is not enabled for organizational accounts.

To complete registration successfully, follow these steps only with a personal Microsoft account and the supported entry point:

    1. Use a personal Microsoft account (MSA), not a work account
      • Do not use the company work account (the one that gives the “work account linked to an organization isn’t supported” message).
      • Sign out of all Microsoft accounts in the browser.
      • Sign back in using a personal Microsoft account (for example, an Outlook.com or Live.com account) when prompted during the Store developer registration.
    2. Start from the correct Store developer entry point
      • Begin the flow from the Store marketing page for company onboarding with zero registration fees: https://storedeveloper.microsoft.com (as described in the documentation).
      • After signing in with the personal Microsoft account, wait until the Apps & Games tile appears in Partner Center (this can take a few minutes). Then select it to continue the app publishing setup.
    3. Complete the company account details using company information
When the registration form appears (still signed in with the personal Microsoft account):
      • Choose Company as the account type.
      • Enter the company’s legal information (publisher display name, address, approver details, etc.) as described in the company account steps.
      • Provide any required legal documents and identifiers (for example, D-U-N-S or EIN if applicable) to help verification.
    4. If the flow still fails with unauthorized_client
      • Ensure the browser locale is set to en-us, as there is a known issue in some locales during registration. Manually change the browser’s locale tag to en-us and restart the sign‑up from the Store marketing page.
      • If the issue persists, raise a support ticket with Partner Center support, specifying that the error occurs in the new company onboarding flow just before payment. Use the Windows developer support channel for account creation/onboarding issues.
    5. After successful account creation
      • It may take up to 30 minutes for verification status and app submission capabilities to fully propagate across Partner Center. If app submission or some pages are not immediately available, wait and try again.

If help is needed specifically with the new zero‑fee company onboarding flow in a flighted market, contact the dedicated Store support email for that flow; for all other account creation or management issues, use the standard Partner Center support ticket path.
