Request for manual re-evaluation of Microsoft 365 Developer Program sandbox eligibility

Hello, I recently joined the Microsoft 365 Developer Program, but my dashboard says that I do not currently qualify for a Microsoft 365 Developer Program sandbox subscription. I am building a real development project that requires Microsoft Teams app and bot testing. My current stack includes: - NestJS (Node.js backend) - TypeScript - LangChain + OpenAI - Microsoft Bot Framework integration for Teams I already implemented: - a working chatbot service in my backend - a Teams messaging endpoint - the Bot Framework integration layer At this point, I am blocked because I need a Microsoft 365 developer sandbox / tenant to properly test and sideload my Microsoft Teams bot and app. Could you please clarify: 1. Whether my account can be manually re-evaluated for sandbox eligibility 2. Whether there is any supported path for an individual developer to obtain a tenant for Teams bot/app testing 3. Whether my account is missing any specific requirement I am using this project for real professional development and portfolio purposes, and I would really appreciate guidance on the correct path to continue. I would also appreciate understanding why I was not approved, since I am an active developer building a real Teams bot integration and I would like to know the correct supported path forward. Best regards,

    Hi Sergio Andres Arce Barrera

According to Welcome to the Microsoft 365 Developer Program | Microsoft Learn, eligibility for the sandbox subscription is current limited and requires the following options:

    • Active Visual Studio Professional or Enterprise subscription holders
    • ISV Success Program Members
    • AI Cloud Partner Program Participants
    • Premier or Unified Support Plan Members

If you’re using a personal account, please note that it must be linked to an active Visual Studio Professional/Enterprise subscription or be part of one of the supported partner programs listed above.

As a forum moderator, we do not have access to the internal systems required to investigate individual account issues due to privacy, security constraints and we also do not have the ability to grant or activate licenses manually. However, we recommend reviewing the Microsoft 365 Developer Program FAQ, which provides detailed eligibility criteria and helpful guidance.

If you believe you're eligible but still encountering issues, you can submit a support ticket through the Developer Program | Microsoft 365 Dev Center > Support for further assistance.

Please note that this portal is a paid ticket and access is subject to certain conditions, you can read more at: Services Hub sign in FAQs | Microsoft Learn.

I hope this information is helpful and points you toward the next steps.

Eligibility for a Microsoft 365 E5 developer sandbox is not based on the type of project or tech stack, but on specific program memberships and subscriptions tied to the account used to join the Microsoft 365 Developer Program.

    From the current program rules:

    1. Manual re-evaluation of eligibility
      • The documentation does not describe any manual override or case-by-case re-evaluation path for individual developers who do not meet the listed eligibility criteria.
      • Eligibility is determined automatically based on whether the signed-in account is associated with one of the qualifying subscriptions or partner programs.
    2. Supported paths to get a tenant for Teams bot/app testing There are two supported options in the documentation: a) Qualify for a Microsoft 365 E5 developer subscription
      • A Microsoft 365 E5 developer sandbox can be obtained only if the account belongs to one of these categories:
        • Visual Studio Professional or Enterprise subscribers (standard subscriptions).
        • Companies participating in the ISV Success Program.
        • Companies in eligible tiers of the Microsoft AI Cloud Partner Program (MAICPP), including:
          • Azure Expert Managed Service Providers
          • Solutions Partners
          • Specialization Partners
          • Managed Partners
          • Microsoft Action Pack Subscribers
          • Partner Success Core/Expanded Benefits recipients
          • Partner Launch Benefits recipients
          • Legacy Gold/Silver partners
        • Companies with a Premier or Unified Support contract, via their Microsoft support partner contact.
      • If the account is in one of these categories and uses the associated corporate or Visual Studio identity to sign up, a Microsoft 365 E5 developer subscription can be requested and, if validated, will provide a sandbox tenant with 25 user licenses for development and testing.
      b) Use a free Microsoft Entra tenant instead
      • If the account does not qualify for the Microsoft 365 Developer Program sandbox, the documented alternative is to create a free Microsoft Entra tenant using an Azure free account and use that tenant for development and testing.
      • This path is explicitly recommended when the developer program eligibility requirements are not met.
    3. Why the account is not currently approved / missing requirements
      • The program now requires a qualifying subscription or program membership. Being an active individual developer, or having a real project, is not itself a qualifying condition.
      • Common reasons an account shows “You don’t currently qualify” include:
        • The account is not a Visual Studio Professional or Enterprise subscriber.
        • The account is not associated with an ISV Success Program organization.
        • The account is not associated with an eligible Microsoft AI Cloud Partner Program organization or benefit (including Partner Launch Benefits, Action Pack, Solutions Partner, etc.).
        • The account is not part of a company with a Premier or Unified Support contract, or the correct corporate email was not used.
      • The eligibility check is tied to the identity used to sign in. If a different account (for example, a personal Microsoft account instead of the corporate/partner account) is used, the system will not detect the qualifying membership.
    4. Practical next steps for continuing Teams bot/app testing
      • If any of the qualifying conditions apply (Visual Studio subscription, ISV Success, MAICPP, Premier/Unified Support), sign up or sign in to the Microsoft 365 Developer Program with that exact corporate or Visual Studio account and request the Microsoft 365 E5 developer subscription from the Developer Program dashboard.
      • If none of the qualifying conditions apply, follow the documented alternative:
        • Create an Azure free account and then create a new Microsoft Entra tenant.
        • Use that tenant as the identity platform and Microsoft 365 environment for testing the Teams bot/app.

The program documentation does not provide a separate “individual developer” exception path beyond these eligibility routes and the free Microsoft Entra tenant option.
