How to solve the Quota Limit issue? I am using Microsoft Entra ID P2 subscription and A3 license. But I am stuck with users creation.

Your tenant has hit the default 500-object directory quota (showing 508/500 = 101.60% in use). This is a known limitation for Microsoft Entra ID tenants that have not yet verified a custom domain. Here is how to resolve it:

Verify a Custom Domain (Most Effective Fix)

The 500-object cap applies to tenants using only the default *.onmicrosoft.com domain. Adding and verifying a custom domain in Entra ID automatically raises your tenant quota to 300,000 objects.

Steps:

Go to Microsoft Entra admin center > Settings > Domain names

Click Add custom domain and enter your domain

Add the provided TXT or MX record to your DNS registrar

Click Verify — once verified, the quota increase is applied automatically

After verification, retry creating users.

Confirm Your Current Quota via Microsoft Graph

Run the following as a Global Admin in Graph Explorer :

GET https://graph.microsoft.com/beta/organization?$select=directorySizeQuota

This will return total, used, and remaining object counts so you have full visibility.

Clean Up Unused Objects (Short-Term Relief)

Delete any stale test users, unused groups, old app registrations, or inactive devices to temporarily free space. Note that soft-deleted objects may still count toward the quota for up to 30 days.

Request a Quota Increase via Support (If Needed)

If you cannot add a custom domain, open a support request from the Azure portal:

Go to Help + support > Create a support request

Search for "directory object quota" or "tenant quota increase"

Include your tenant ID, the directorySizeQuota output, and the screenshot of the 101.60% usage

Since you have Entra ID P2 and A3 licenses, Microsoft Support can raise your quota upon request with a valid business verification.

The quickest resolution in your case is Step 1 — verifying a custom domain, which resolves the 500-object cap immediately without needing a support ticket.

The engineering team has raised the quota on your tenant since your organization surpassed the default Microsoft Entra service limit.

You can check and confirm if the directory object quota limit has been increased.
