I understand why this is confusing, especially since Skype has already been retired and you’re trying to keep your number with a new carrier. As of now, the transfer of a Skype Number is still handled by having the new carrier start the port request on their side, rather than from Skype directly.

If your Skype Number is from France, please contact Voxbone/Bandwidth at +33 8 05 08 09 75 to request the RIO (Relevé d'identité opérateur) code, then provide that code to your new carrier so they can continue the transfer. If the RIO is not received by SMS within 2 days, Microsoft’s guidance is to use the request RIO via email option.
If your number is not from France, the next step would normally be to work directly with the new carrier, since they are the party that initiates and tracks the porting request.
