I am an IT professional with the US Govt. I am setting up a home lab to extend my knowledge and training. In creating an Azure subscription, I received the following error message:

"Could not create an Azure subscription since user is not eligible for an Azure account." Please go to https://aka.ms/AccountReview to contact Azure support for assistance."

Any and all assistance in resolving this issue would be greatly appreciated. Thank you.

Sincerely,

Daryl Claybrooks (LabAdminDarylClaybrooksContosoCorporation569)

I think the root is… azure’s risk‑engine already hard‑flagged ur ident as ineligbl, so the only move is clean‑incog → sign‑in once → send the account‑review so the backend re‑scores u… if that still doesn’t clear, u’ll need support to check the tenant’s eligibility cap.

The error indicates that the account is currently blocked or flagged and cannot create an Azure subscription. In these cases, the only supported resolution path is to work directly with Azure support so the account can be reviewed and unblocked or the subscription creation completed.

    Follow these steps:

    1. Use a clean browser session
      • Open a private/incognito window in the browser.
      • Clear any cached credentials and sign out of all Microsoft accounts.
    2. Go to the account review link from the error
      • Browse to the aka.ms/AccountReview URL shown in the error message.
      • Complete the requested information so the Azure Review team can investigate the eligibility/block on the account.
    3. Check for pending subscription activation
      • If a confirmation or “Welcome to Azure”/“Welcome to pay-as-you-go” email was received, open it and follow any “complete setup” or “finalize subscription” link. In some cases, the subscription is not fully created until that step is completed.
    4. If the portal still shows no subscription
      • Sign in to the Azure portal and go to Subscriptions.
      • If it is still empty or subscription creation fails with the same eligibility message after the review, submit an Azure support request from the portal (Help + support → New support request) and reference the eligibility error and that aka.ms/AccountReview was already completed.
    5. If the tenant or account is blocked due to inactivity
      • If a previous free or pay-as-you-go subscription existed and the tenant has been inactive for an extended period, the tenant might be blocked or deleted. In that case, only Azure support can confirm whether the tenant can be reactivated or if a new tenant/account is required.

Because the account is flagged as ineligible, self-service options in the portal will not resolve this; the Azure Review/support team must clear or explain the restriction.
