The community answer shared above is correct,regional availability for Azure SQL Managed Instance can be limited depending on subscription and current capacity.
To add a bit more context, what you’re seeing with East US is most likely due to temporary capacity constraints in that region for free/managed offerings. This can result in deployment failures even though the region is generally supported.
Since Central is working for you, I’d recommend continuing with a region that provisions successfully for now. You can also retry East US after some time, as availability may change.
