Are you using Outlook desktop app or Outlook on the web?
When you say offline, do you see “Working Offline” at the bottom of Outlook?
If this is the desktop app, try this:
- Go to the Send/Receive tab > click “Work Offline” once to turn it off.
- If it’s already off but still stuck, close Outlook and open it again.
Also, can you check this:
Are you able to access your emails normally at https://outlook.live.com/mail
