Hi! You need your account to be signed in on at least one device to change your phone number; otherwise, you'll need to recover your account.
Go to https://account.microsoft.com/account?lang=en-us > Click on Security (Shield icon) > Manage How I Sign In under Account Security.
If your email is linked to Outlook Mobile, click on the Profile icon > Gear icon > Accounts > Outlook > Account Security.
If you don't have access to your account on any of the devices, you'll need to recover it another way.
You can try using the Microsoft Sign-In Assistance Tool.
If you're unable to recover your Account, you'll need to use the Recovery forms. You can try these two forms:

These are the methods Microsoft provides for account recovery. I have already used the recovery form, and I managed to recover my account after a few days.
- You can submit the form multiple times.
- Try to remember important personal information.
- Look for old emails that may have been sent to friends or family.
- Don't give up. The form works if you provide accurate information. If it didn't work like that, anyone could steal your account.
