buttons that don't work in the 365 version of excel

I have a brand new version of 365 excel that I have to pay ransom on but not all the buttons work. How do I get the freeze button to work when it's grayed out and inoperable in any way?

    To make the Freeze Panes button work when it is grayed out in Excel for Microsoft 365, switch the workbook to Normal view first.
