I just tried it myself and I see the same behavior you see. This is an issue on the Microsoft side. Since the majority of us are users like yourself trying to help each other, we have no access to the Microsoft servers. Try accessing https:/support.microsoft.com/contactus, then select "Show expanded list of products" and then Outlook. I had to log in again at that point, but then I was presented with a choice of "Get Home support" or "Get Business support." I chose Home. I then received a text box into which I could enter a detailed description of the problem. You should try that, being sure you tell them all the details, like that the domains are not blocked but the messages never reach your mailbox, not even in the Junk Email folder. Be as clear and precise as possible. That's about all I can suggest at this point. Sorry.
msn.com emails are being filtering by the server

I am not getting emails in the past few days in my msn.com email. I usually get a 100 or more, and now I get 2-3. The server is filtering them I believe and I cannot get anyone to fix it.

The best approach, in my opinion, is to use the Help feature in Outlook.com to start a chat directly with a Microsoft agent. The method to do that is illustrated below.
