I am busy migrating from On-Prem 2010 to Exchange Online
Multiple mailboxes failed
Error: MigrationPermanentException: An error occurred while running New-MoveRequest -ExecutingIdentity -WhatIf -BatchName -MigrationMailbox -SourceEndpoint -MigrationBatch -MigrationUser -CompleteAfter -RemoteHostName -RemoteCredential -IgnoreTenantMigrationPolicies -Remote -InternalFlags -Identity -IncrementalSyncInterval -TargetDeliveryDomain : Value cannot be null. Parameter name: fqdn --> Value cannot be null. Parameter name: fqdn*

As your issue is more realted to Exchange, I would modify the tag to be "office-exchange-online-itpro".

How did you migrate mailboxes in Exchange 2010 to Exchange Online? If you use the command line, which specific command line do you use to complete the migration operation?
When trying to migrate, will all mailboxes fail or will only specific user mailboxes fail when migrating?

1.Have you tried using the method provided in the following official article to migrate user mailboxes? If not, please try.
Please refer to: Move mailboxes between on-premises and Exchange Online organizations in hybrid deployments

2.In addition, you can also try to run the following command line to collect information about user mailbox migration. Check whether there are specific errors that caused the mailbox migration failure, especially the "report" and "Diagnostic" parts. If possible, please share the results with us. But it should be noted that in order to protect your personal privacy, please overwrite your personal information.

 Get-MoveRequestStatistics -Identity "user mailbox address" -IncludeReport -Diagnostic | fl

What worked was we stopped the iis service on exchange on prem, this resolved the issue
