Windows 11 In-Place Upgrade visible only to 50% of machines

I have deployed Windows 11 Feature ring policy to test devices, 2 of them find and start downloading Win11 from Microsoft but another 2 are not. Computers which are in this group are excluded from Win10 21H1 distribution. Computers which does not find the Windows 11, has older CPU family. TPM level does not matter, because I also see 1.2 downloading and installing Windows 11. I have applied the registry key which allows 11 upgrade for non-compatible device configuration.

    Sorry, but terminology and details are super important here so going to ask some clarifying questions:

    Do you mean a feature update policy? Rings are for deferral-based policies have nothing to do with deploying Win 11.

    Computers which are in this group are excluded from Win10 21H1 distribution.

    What does this mean? How are they excluded and from what exactly are they excluded since there's no concept of a "distribution" in Windows Update for Business or Intune?

    I ment "Feature updates for Windows 10 and later (Preview)"

    Before Windows 11 was released, I had my entire enviroment "locked" to 21H1 which was distributed to all Windows 10 computers. Now I am testing Windows 11 for 4 devices and these for are excluded from the Feature Updates to 21H1. These 4 are assigned to Windows 11 upgrade.

    Just want to get back to this. Actually it is a little bit funny, that there is no hardware difference at all between machines picking up Win11 update and which are not seeing it. I have 2 different computers from the same HP family, only difference is screen size. HP Elitebook 8470p doesnt get offer to update Win11, but 2570p does. And today I witness very old Intel 1.st CPU generation machine updating to Win11. So there is no logic at all, who gets it and who doesn't.

    Well, given that you are doing something unsupported (bypassing the hardware requirements), I'd say all bets are off as to the expected outcome here.
