Clarification on Reusing Windows License on New Desktop

Dear Microsoft Community Team,

I hope you are doing well.

I am writing to seek clarification regarding the reuse of my Windows license on a new system. I have a genuine (non-OEM) Windows 7 64-bit CD along with a valid license key. I had installed this on my desktop and later upgraded successfully to Windows 10 Professional.

Due to hardware limitations, I was unable to upgrade that system to Windows 11. Subsequently, I moved to a laptop for professional use and stopped using the desktop. During my usage of Windows 10, I had signed in with my Microsoft account and ensured that it was synced.

I am now planning to build a new desktop system and would like your guidance on the following:

  1. Can I reinstall Windows (Windows 10 or Windows 11, depending on compatibility) on the new desktop and activate it using the same license by signing in with my Microsoft account?
  2. Is my Windows license digitally linked to my Microsoft account for automatic activation on new hardware?
  3. If I install Windows 11 directly on the new system and enter my existing Windows 7 product key, will it activate or upgrade successfully?

I would greatly appreciate your assistance in helping me understand the correct approach to reuse my genuine license on the new system.

    Microsoft changed the licencing rules a while ago, after they changed the rules, it is no longer possible to activate Windows 10 or 11 on new hardware with a licence based on a previous Windows 7 or 8 licence, they indicate the free upgrade licence dies with the previously activated motherboard, so you will not be able to reactivate the licence and you will need to purchase a new Windows licence.
