I want to erase all saved passwords in Edge.
I’ve tried everything, but after deleting them one by one, they keep coming back.
I’ve also tried resetting the Edge settings, unsyncing the passwords tab, clearing browsing data, and more, but nothing has worked.

I've found a solution to this problem. It is true that you cannot bulk-delete passwords from the Windows version of Edge (for me, ver. 147.0.3912.98). I was able to get around this by installing Edge on my Android phone. The history delete option on Android Edge allows for password deletion, so just sign in and sync your account, then delete from your phone.
Once that sync finishes, you should be able to verify that your passwords are all cleared.

It does seem like there’s no option for Passwords when clearing browsing data, and it’s unclear whether that’s intentional or a bug. If your passwords keep reappearing, it’s likely because your synced data from the server is restoring them, including your saved passwords. In this case, you can try resetting your sync data from the server in Settings > Profiles > Sync > Reset sync data from Microsoft servers. I can't remember if this will affect Workspaces, but you can use this extension to export your Favorites per workspace as backup in case it got affected.
If that doesn't work, you can go to Settings > Profiles > Sync, then sign out and choose the option to clear favorites, history, and passwords before proceeding. After that, you can sign back into your account. This method works if you’re okay with wiping everything and starting fresh.
To erase all saved passwords in Microsoft Edge and prevent them from reappearing, clear them from both the local browser data and from any synced profile data, then turn off saving going forward.
