This usually happens when Office is signed in with the wrong Microsoft account, or when another Office install/update causes an activation conflict. Office 2016 can also stop opening if Windows time/settings are off or the install needs a repair.
Here are some suggestions you can try:
First, sign in with the same Microsoft account that was originally used to activate Office 2016 and check if that license shows under Services & Subscriptions. If it does not, try any other email you may have used back then.
Next, open Control Panel > Programs and Features and remove any extra Office version, especially Microsoft 365 if it appeared alongside Office 2016. Then restart and reinstall the exact Office 2016 edition from your Microsoft account page.
If that still fails, check that Windows date/time is correct, run an Office app as administrator once, and install any pending Office or Windows updates. It is also recommended that you restart after updates, since that has helped with the same license error.
