How can I get it to open up

Something happened during windows 11 set up

Open Services by running services.msc command.

Make sure Geolocation service is running and is having Automatic startup type.

Location services being greyed out in Windows 11 usually means it is being controlled by another setting, an admin policy, or third‑party software.

    Try these steps in order:

    1. Confirm the correct settings path
      1. Select Start > Settings > Privacy & security > Location (or use this shortcut if available: Open Privacy & security > Location).
      2. If Location services is off and greyed out, it is being controlled at device or policy level.
    2. Check admin control on this device
      1. On Privacy & security > Location, if there is a message like “Location services is off” and the switch cannot be changed, an administrator setting is blocking it.
      2. Sign in with an administrator account and try again. Only an admin can enable Location services for the device.
    3. Turn on app‑level location (if the main switch is available) If Location services is not greyed out and can be turned on:
      1. Turn Location services On.
      2. Turn Let apps access your location On.
      3. Scroll down and make sure the specific apps (for example Camera) are switched On under the list of apps that can access location.
    4. Check for third‑party privacy tools (common cause) The context shows that tools like SpyBot AntiBeacon can disable and lock location services so the switch stays greyed out. If similar software is installed:
      1. Open that tool.
      2. Look for settings related to sensors, telemetry, or location.
      3. Undo or uncheck any options that disable Windows location/sensors.
      4. Reboot the PC and check Settings > Privacy & security > Location again.
    5. No need to reinstall Windows yet This issue is typically configuration‑ or tool‑related, not something that requires a full reinstall. Once the blocking policy or tool is removed/changed, the Location services switch should become available again and apps will be able to use location without reinstalling Windows or losing apps.

If after removing/adjusting any privacy tools and signing in as an administrator the switch is still greyed out, the next step would be to review or reset any group policy or registry changes made by such tools, but that is specific to the tool that was used.
