Sorry for this frustrating situation. If restore is only bringing back the folder structure, I would stop relying on the sync app alone and check everything from OneDrive on the web, since that is the best place to search for missing files.
Here are some suggestions you can try:
Sign in to OneDrive on the web and search by file name, file type, date, and keywords, then also check Recycle Bin, Personal Vault, and whether the files were saved under another Microsoft account. It is usually recommended to do all of those checks for missing files.
If any files or folders still appear online, it is suggested that you download whatever is still visible as a local copy before trying more restore attempts. That at least protects anything that is still accessible.
If a file still exists but opens wrong, check Version History. Also check the local PC copy, Windows Recycle Bin, or Mac Trash if the device was ever synced.
