I am unable to change the access level of my user account on my Windows 11 Pro PC because I am not an administrator.

If I try to enable an Administrator account I receive a System error 5 has occurred message.

    Hi Rajesh,

    Try resetting Windows using WinRE.

Access the Start menu and click the Power icon. Press and hold the Shift key while selecting the Restart option (to open WinRE). Then select Troubleshoot -> Reset this PC. Choose Keep my files (or Remove everything if you want a complete clean). After the reset is complete, you can create a new Administrator account.

Note: reset in WinRE different reset in windows (different "setting->system->recovery->reset")

Note: You should back up important data beforehand, especially data on drive C. Depending on your computer's configuration, the "Keep my files" option is usually only safe for personal data (Documents, Desktop, etc.), and does not guarantee the retention of all data or installed software.

Hope this helps and that you're able to resolve the issue smoothly!

Thank you. Ultimately, I did a full reset, set the computer up for personal use, and then added an account for my new business email. I think I needed to read the setup instructions more carefully, as the "work/school setup" indicates that it assumes that someone else will be managing the computer - and that's not the case with me.

The only edit I would have to your answer is that the reset required "holding down the shift key during a restart." And I had to do full reset, not the partial reset, which saves many files.

The full reset was fine, since this was a new computer and I hadn't done much with it yet.

The other confusing issue is that although I purchased a business license M365 under my new business email, that email can't be a "Microsoft account." So my login screen just has my name on it - nothing else.

    Thanks again for your help.

    Hi Rajesh,

The error "System error 5 has occurred - Access is denied" simply means your account does not have administrative privileges. Because of that, any command that requires admin rights (including enabling the built-in Administrator account) will fail.

In Windows, there is no supported way to elevate privileges from a standard user account without already having access to an administrator account. This is by design for security reasons.

If this is a work or managed device, you will need to contact your IT administrator. Only an existing admin account can grant you the required permissions or make changes to your account type.

If this is a personal device, check whether there is another local or Microsoft account on the PC that already has administrator rights. If so, sign in with that account and change your account type.

If no administrator account is available at all, there is no supported way to fix this from within Windows. The remaining option is to reset or reinstall Windows, which will allow you to create a new administrator account during setup.

In short, this is not a bug but a permissions restriction, and it cannot be bypassed without admin access.

If this helps resolve your issue, feel free to mark the answer so others can benefit as well.

System error 5 (“Access is denied”) indicates that the action being attempted requires administrator rights that the current account does not have. On a Windows 11 Pro PC, changing an account’s access level or enabling the built‑in Administrator account always requires an existing administrator.

If there is no way to sign in with any local or Microsoft account that already has administrator privileges, elevation‑required operations such as:

    • Changing the current account type to Administrator
    • Enabling the built‑in Administrator account
    • Running commands that modify system configuration

cannot be completed from that standard account. Error 5 is the expected result in this situation.

To proceed, one of the following is required:

    • Sign in with an existing administrator account on the device (local or Microsoft account) and then change the other account’s access level, or
    • Have the device owner or IT administrator (for business/managed devices) sign in and grant administrator rights, or
    • For organization‑managed devices, contact the organization’s IT support so they can use their admin credentials or management tools to adjust account permissions.

Without access to any administrator credentials, Windows does not provide a supported method to self‑elevate a standard account or bypass this restriction.
