The error code 43881 when trying to obtain Microsoft 365 A1 licenses typically appears when the education tenant setup is not fully completed or synchronized yet, even though partner approval has already been granted. This can happen during early domain or tenant configuration.
For my recommendation, here are the most common causes and next steps to check:
1/ Make sure that your education domain verification is fully completed in the Microsoft 365 admin center. Even if the partner's status is approved, licenses cannot be assigned until at least one domain is successfully verified and set as active for the tenant.
2/ Kindly check if there can be a backend propagation delay after Education Partner approval. In some cases, it takes 24–72 hours for the licensing system to recognize the tenant as eligible for A1 licenses.
If all of the above checks are correct and the error is still occurring, this indicates a backend licensing entitlement issue that cannot be resolved from the admin side. In this case, my recommendation is to create a new support ticket via Microsoft Admin Center: Get support - Microsoft 365 admin | Microsoft Learn so that the support agent can review the issue more clearly.
