Managing external identities to enable secure access for partners, customers, and other non-employees

- Verify the user has a Universal Print–capable license
- Universal Print is included in Windows 10 Enterprise E3/E5 and Microsoft 365 F3/E3/E5 SKUs.
- In the Microsoft 365 admin center, check the user’s Licenses & apps and make sure the “Universal Print” service is toggled On.
- Assign an M365 F3 (or equivalent) license if you don’t already have it
- In our internal case, granting an M365 F3 license to an admin account immediately restored portal access.
- Confirm the “Universal Print” enterprise application is enabled for users to sign in
- In Azure Portal → Azure AD → Enterprise applications → All applications → “Universal Print” → Properties → ensure “Users may sign in” is set to Yes.
- Clear your browser cache or try an InPrivate/Incognito session and re-sign-in
Once the proper license is assigned and the app is enabled, your 401 error should go away and you’ll be able to load the Universal Print page. If you still see issues, let us know.
