For an Individual Microsoft Store developer account, the onboarding flow should not require business‑specific fields such as AlternativeBusinessContact. This error indicates an issue on the service side that cannot be fixed from the portal UI.
The supported way to resolve this is to contact the dedicated Store developer support team so they can review and correct the account onboarding state in Partner Center.
Use one of these options:
- If registering as an Individual in a flighted market via the new flow at https://storedeveloper.microsoft.com, contact Store onboarding support directly for this scenario:

- The Microsoft account (MSA) used for registration (mask it if sharing publicly).
