Hey there! Nice to meet you!

Since you mentioned that you have two-factor authentication (2FA) enabled, do you have the 25-character recovery codes for the 2FA?

Important: If you have an active 2FA, the account recovery webform (ACSR) will inform you that your recovery request will be ignored.

If yes and if the verification method has not been removed and replaced by the hacker yet, please go to account.microsoft.com > Forgot Password > click "I don't have any of these" on both verification methods > click "Yes" on the 25 recovery code (if you have one) > from here, you will be asked to wait 30 days in order to update your security info and recover your account.

During this time, you will not be able to sign in to sites or services with your account.

However, if you do not have access to all of your verification methods (phone and email) and the 25-recovery codes from your 2FA, I'm afraid it is no longer possible to recover the account.

    Thank you for your understanding.

    Best regards,

    Darhyl

Use the official Microsoft recovery and hacked‑account process; no other supported path exists for a hacked Hotmail/Microsoft account, especially when the phone number is no longer valid.

    1. Start with Microsoft’s hacked-account helper
      • Open the article How to recover a hacked or compromised Microsoft account and select Start in the sign‑in helper tool.
      • Enter the hacked Hotmail address and follow the prompts. The tool will either guide through self‑service recovery or offer a way to contact an agent.
    2. Clean devices before changing credentials
      • On every device recently used with this Hotmail account, run a full antivirus/malware scan.
      • On Windows 8.1 or 10/11, use Windows Defender:
        1. Select Start.
        2. Type Windows Defender in Search, or select Windows Defender.
        3. Follow the instructions and run a full scan.
      • Ensure automatic updates and regular scans are enabled.
    3. Try to change or reset the password
      • After confirming devices are clean, try to sign in and use the change your password link from the hacked‑account article.
      • If sign‑in fails, use the reset your password link in the same article and follow the steps to set a new password.
      • Choose a strong, unique password not used on other sites.
    4. Use the account recovery form when 2‑step verification blocks access
      • Because the phone number is no longer valid, normal 2‑step verification may fail.
      • Go to Recover your account (the password reset page in My username and password have stopped working).
      • Enter the hacked email address and an alternate email where Microsoft can contact.
      • Fill in as many accurate details as possible (old passwords, contacts, recent subject lines, etc.) and submit from a device and location normally used with this account.
      • If the form is rejected, it can be resubmitted (for example, from a different device or network) with more complete information, as suggested in similar Q&A cases.
    5. When the hacker has changed security info (phone, authenticator, etc.)
      • If the attacker replaced the phone number or added an authenticator app, the only supported method is:
        • Follow the hacked‑account guide, and
        • Complete the account recovery web form.
      • If the recovery form does not verify ownership and the security info has been replaced, there is no alternative supported method to regain access; Microsoft Support cannot bypass these protections for consumer accounts.
    6. If the account is locked or codes are not received
      • If sign‑in shows a screen without a Next button and indicates the account is locked, follow the aka.ms/ link shown there and complete the reinstatement form. A Microsoft Online Safety agent will review it and respond by email.
      • For issues like not receiving codes or “usage limit exceeded,” use the Troubleshooting verification code issues link in the locked‑account article.
    7. After regaining access
      • Immediately review and correct account settings that may have been altered:
        • Check connected accounts, forwarding, and automatic replies using the links in the hacked‑account article.
      • Update security info with a current phone number and alternate email and enable two‑step verification again.

If, after carefully completing the recovery form with detailed, accurate information, ownership still cannot be verified and security info was changed by the attacker, the account cannot be restored under Microsoft’s documented policies.
