Thanks for posting your question here. I understand your concern that your Surface App cannot start properly.
Since you've tried reinstalling it and used the diagnostic tools, the issue points to corrupted Windows app dependency. To fix this, please try to reset store cache:
- Press Win + R
- Type: wsreset.exe
- Let the Store open automatically
- Restart Windows
Also, can you please confirm the following, about what happens to the app:
- App does not open at all
- Opens briefly then closes immediately
- Shows “Surface App can’t start properly”
- Appears in Task Manager but never shows a window
