The Properties page and overall submission in Partner Center can continue to show Incomplete even when all visible fields on that page appear filled in. The status depends on required fields across multiple sections of the submission, not just the Properties UI itself.
Check these areas that must be complete for an MSIX (or related) submission:
- Packages section (MSIX apps)
- At least one App package is required.
- The Packages section remains "Incomplete" until all mandatory package-related configurations are set, even if each uploaded package shows Validated status.
- This behavior can look like a validation bug on the Properties page, but the root cause is usually missing package configuration.
- Store listings (at least one language)
For at least one supported language, confirm that all required listing fields are set:
- Description: Required.
- Screenshots: At least one screenshot is required (four or more recommended).
- Store logos: Required for some OS versions.
- If targeting Xbox, required Xbox images must be provided for proper display.
If any of these are missing, the submission will not move out of "Incomplete" even if the Properties page itself looks correct.
- Properties for PWAs or add-ons (if applicable)
- Category / subcategory: A primary category (and subcategory/genre where applicable) is mandatory for app submission.
- Privacy policy:
- Must indicate whether the app accesses, collects, or transmits any personal information.
- If Yes is selected, a valid privacy policy URL is required.
- If the package declares capabilities that allow access to personal information, the system automatically sets this to Yes and requires a URL. If the URL is missing or invalid, the submission can remain "Incomplete".
- For add-ons, the Content type (for example, Electronic software download, Electronic books, Music download, etc.) must be selected, and the same privacy policy rules apply.
Because the "Incomplete" status is driven by all required fields across Packages, Properties, Store listings, and any add-ons, it can appear as if the Properties page has a validation bug when the actual issue is in another section.
If all of the above required fields are verified as complete and the submission still shows Incomplete after saving, this points to a Partner Center backend or UI issue. In that case, use Partner Center support to open a ticket so the team can inspect the specific submission and correct the validation state.
