Hi, is the account listed as a child in a family group?

Sign in to the parent account at account.microsoft.com, open Family Safety, select the child account, and complete consent again using the correct region and payment check. If it still loops, remove the child from the family, sign out everywhere, sign back in, then add the account again and redo consent. This resets the consent record and clears the loop.
