I’m very sorry that you’re experiencing this situation after replacing your phone.
When you change or replace your device, Microsoft Authenticator does not automatically transfer MFA settings unless cloud backup was previously enabled and then restored on the new phone. Since the Authenticator app was reinstalled without a backup, the original MFA registration is no longer available, which is why the verification codes are not being accepted.
Because you are the only Global Administrator in your tenant and there are no alternative authentication methods or additional admins configured, this situation is considered a tenant lockout. In this scenario, the Microsoft Data Protection team is the only team authorized to verify tenant ownership and assist with resetting or re‑registering MFA for the affected Global Admin account.

If your organization’s Office 365 Business subscription was purchased through a partner or reseller, and you’re unable to open a service request directly, you may also contact the reseller’s support provider and ask them to open a support request on your behalf.
If you still cannot reach a support agent, there is an alternative workaround. You can register a new Microsoft 365 trial tenant by signing up through the following link: Compare All Microsoft 365 Plans | Microsoft.
After the trial tenant is created, you’ll be able to access the Microsoft 365 admin center and submit a support ticket from there. In the ticket, clearly explain that you are locked out of a different, existing tenant where you are the only Global Administrator, and request escalation to the Data Protection team for tenant recovery.
Please remember to cancel the trial subscription once your issue is resolved to avoid any unintended charges.
