Since Windows Security keeps rejecting the PIN, it’s usually because a saved PayPal passkey or Windows Hello credential is out of sync, so please try deleting the PayPal passkey from your PayPal Security settings and restart your PC and then sign in again using your PayPal email and password (skipping passkey setup if offered).
