I've got a new mobile but can't add Outlook

I got a new mobile but can't add Outlook. My Microsoft Account is useable on Laptop & old mobile. When I enter the mobile number on the Help section, the response is there's no issues with this mobile.

I've tried to add it for 4 days now, sometimes getting further than others. I've not had any notification stating what I'm doing wrong.

    Based from your information, I need to clarify if you are saying "cannot add to outlook," on what step does it fail to proceed? Have you tried to use a different mobile device for testing purposes?
