refund of non downloaded windows 11 pro

currently have windows home as operating system and wanted to uograde to windows 11 pro. I was not aware that i was able to do this within the settings of my laptop for only $99 rather I went to my MS account and purchased the software for $199.99 plus tax. The purchase is in my order histiry in my account but I have yet to download. Can I return for a full refund or can MS provide a credit to the AMEX used so that I am only paying $99
