Unfortunately, there is no announced or documented timeline for reintroducing "New Message” into Quick Steps in the New Outlook for Windows (and Outlook on the web).
However, many features have been developed or improved based on users' feedback. If this feature is critical to your workflow, I recommend you submit it directly via:
New Outlook > Help > Feedback > Suggest a feature.
