Microsoft 365 Copilot licenses cannot be assigned to B2B guest users. Copilot requires a licensed user within the tenant, and guest accounts are not eligible for license assignment.
- Create internal member accounts for those users in your tenant and assign Copilot licenses, OR
- Have users access Copilot from their own tenant where they are licensed (if applicable)
B2B guest users can access SharePoint content, but cannot use Copilot features. To use a SharePoint Copilot agent, users must be licensed member users in the tenant.
Create member accounts in your tenant and assign licenses. Guest accounts will not work for Copilot.
