Are the bounced emails coming from all senders or only specific ones? If only some emails bounce, check Outlook.com Settings > Mail > Junk email to see if senders are blocked, and review Rules under Mail > Rules to make sure nothing is moving or deleting messages. Also confirm senders are using the correct address if you have aliases.

I have had several people businesses etc. tell me the can no longer send me emails. They get the email bounced back to them. I am getting some emails though so that is very strange. I did free up space thinking that was the issue but I am still experiencing this issue.
