To resolve this, please remove and re-add the address.
To update the billing address:
- Sign in at account.microsoft.com.
- Go to Payment & billing > Address book.
- Edit the address and save the changes.
If the issue continues:
- Go to the Microsoft Contact Us page and sign in.
- Enter Billing and payment in the search box.
- Select Get help, then choose Contact Support.
- Under Products and Services, select Microsoft 365 and Office, and for Category choose Billing and payment updates.
- Click Confirm and proceed with the option to chat with a support representative.
