Account recovery for consumer Microsoft accounts (including Outlook.com) is fully automated. Support agents and moderators cannot send password reset links, verification codes, or manually unlock or change account details.

Based on the documented process, the only supported options are:

    1. Use the Sign-in Helper first
      • Go to the Sign-in Helper tool: Sign-in Helper (or Sign-in helper if directed there) to diagnose sign-in issues and follow the guided steps.
    2. Use the Microsoft account recovery form again
      • Make sure there is a working email address that can receive messages (this can be the recovery email being used now, or a new Outlook.com address created via Create one on the Microsoft account sign in page).
      • Complete the recovery form from a device and location previously used to sign in (home/office, same browser or PC if possible), as recommended in Step 3: Fill out the Microsoft account recovery form.
      • Use the official form link: Account recovery form.
      • Provide as much accurate information as possible (old passwords, subject lines of recent emails, contacts, etc.).
    3. After submitting the recovery form
      • Microsoft sends the result to the working email address provided within 24 hours.
      • If the account is verified, Microsoft uses that same working email to send instructions on how to sign back in.
      • If the message says a reset link was sent but nothing appears, check all folders (Inbox, Junk, Spam, Promotions, etc.) in the working email and ensure no filters or rules are moving or deleting messages.
    4. If no email or link is received
      • The documentation states that if verification fails or access is still not possible, the only option is to keep trying the recovery form, up to two times per day.
      • If verification codes or reset links are not arriving due to a temporary issue, it may be necessary to wait and try again later or choose another verification method when available. Support agents are explicitly not allowed to send verification codes or password reset links or change account details.
    5. If verification options are exhausted
      • If two-step verification is enabled and none of the alternate methods (phone, email, Authenticator) can be accessed, Microsoft cannot provide additional recovery options beyond the automated tools.

    In summary, to proceed:

    • Use the Sign-in Helper to confirm the current status of the account.
    • Ensure the working recovery email is functioning correctly and can receive messages from Microsoft.
    • Resubmit the Account recovery form from a familiar device and location, up to the allowed daily limit, and wait up to 24 hours for each result.
