In Office 2016, the Draw tab and its Format Background feature are not available in Word. The Draw tab is only present in newer Office versions (for example, Microsoft 365, Word 2019, Word 2021, Word 2024) and does not exist in Word 2016.

For Word 2016, lined or ruled backgrounds from Draw cannot be used because the inking features and Draw tab are not part of that version.

The option to which you are referring only exists in recent versions of Word. Also, note that the options for creating lined paper from the Draw tab may result in lines that won't print.
