Can't recover both of my email accounts

I have contacted support via online chat and have a case number

I have 2 emails bith are each other's verification accounts one is really important as I receive emails for my special needs son inregards to care and supports I have years of emails on there that I need. I have access to one email but its not one that can receive the verification code. I have done too many recovery forms and apparently not one of them is successful. I am completely stressed out I couldn't care about the other account just the 1 important one. The person on chat said it doesn't have 2 step verification so it should be able to be recovered but its not working surely there's another way!
