    Hi Josie Turnbull

Please note that our forum is a public platform, and we will modify your question to hide your personal information in the description. Kindly ensure that you hide any personal or organizational information the next time you post an error or other details to protect personal data.

I understand how confusing it can be when your internet works normally but Outlook still reports “The network is offline” (Error 2603). Have you already tried the Q&A Assist suggestions? In addition, please try the following:

1, Confirm Outlook is not forced into Offline mode

    • Open Outlook (classic)
    • Go to Send/Receive
    • Make sure “Work Offline" is not highlighted

If it was enabled, click it once to go back online, then restart Outlook.

2, Check whether the issue is profile‑specific

Corrupted Outlook profiles can cause Outlook to report “offline” even with a healthy internet connection.

    • Close Outlook
    • Open Control Panel > Mail > Show Profiles
    • Select your profile and choose Remove
    • Restart Outlook and add the account again

3, Test Outlook on the web

This helps confirm whether the issue is local to Outlook on the PC, not the account itself. Please sign in at: https://outlook.live.com. If Outlook on the web works, the issue is local to Windows / Outlook Classic

4, Install the latest Windows updates

    Please check:

    • Settings > Windows Update
    • Install all available updates
    • Restart the PC and test Outlook again

Please feel free to let me know how it goes after trying these steps. Thank you for your time and understanding.

Error 2603 with message “The network is offline” while other internet access works is consistent with Outlook being unable to use the current network configuration, even though the system is online.

Use these steps that match known resolutions for similar Outlook connectivity issues:

    1. Verify Outlook is not set to Work Offline
      • In Outlook Classic for Windows, open the Send/Receive tab.
      • Ensure Work Offline is not highlighted/selected. If it is, select it once to return Outlook to online mode.
    2. Check if the issue is specific to wired vs Wi‑Fi
      • If using a wired LAN connection and seeing a yellow exclamation mark or “No Internet Access” on that adapter, but Wi‑Fi works, update the wired network card (NIC) driver:
        • Use Windows Update first.
        • If no update is available, download and install the latest driver from the NIC or PC manufacturer’s support site.
      • If updating the driver does not help, temporarily disable IPv4 Checksum Offload on the affected adapter:
        1. Open Control PanelView network connections.
        2. Right‑click the active network adapter → PropertiesConfigureAdvanced tab.
        3. Select IPv4 Checksum Offload and set it to Disable.
        4. Select OK, then restart Outlook and test again.
    3. Check for IPv6‑related connectivity problems
      • If Outlook shows as Disconnected and the adapter has IPv6 enabled, and there are IPv6 network issues, either:
        • Fix the IPv6 connectivity on the network, or
        • As a workaround, disable IPv6 on the adapter:
          1. Open Control PanelNetwork and Sharing Center.
          2. Select the active connection (for example, Local Area Connection) → Properties.
          3. Clear Internet Protocol Version 6 (TCP/IPv6) and select OK.
          4. Restart Outlook and test.
    4. Confirm Windows location/network profile if recently changed time zone or DST
      • For error 2603 with tag 7q6cb, a known resolution is to ensure Windows has a valid location so Outlook can validate connectivity correctly:
        • Open SettingsPrivacy & securityLocation.
        • Turn on location access (if acceptable) and set a correct or nearby location.
        • Close and reopen Outlook and check if it now connects.
    5. If still failing only for Outlook
      • Sign out of the Office/Outlook profile and sign back in.
      • If tied to a Microsoft account profile (including OneDrive), remove the Windows profile connection to that account and reconnect it, then start Outlook again.

If Outlook connects over Wi‑Fi or after changing NIC/IPv6/IPv4 checksum settings, the root cause is the network adapter configuration rather than general internet connectivity.
