i have Admin Rights in M365 for the customers tenant. I would see the Volume Licensing Information at the Admin Center. But there always com an error:
Fehlercode: [Moderator note: personal info removed]
I asked KI CoPilot and CoPilot says, i have to create a support ticket, because this Error is well known. I have taken some workarounds to fix the problem by myself ... but: there is no Change! ... always the same error.
Manual reassociation of VL contract required (thats what CoPilot says)

    Hello @Stephan Schilcher,

As this issue is related to Volume Licensing and you have administrator rights when accessing the tenant, I recommend contacting the Volume Licensing Support Team directly for immediate assistance. They have the specialized tools and visibility required to review your account and help restore access to the Volume Licensing Service Center (VLSC), if necessary.

You can reach them using the following link: Contact volume licensing support | Microsoft Learn

Please feel free to let me know if you have any further questions. I’m here to help.

Error b13dec91-b4f4-4e69-912c-40e21cab35f7 and the message about “manual reassociation of VL contract required” indicate that the tenant account currently used does not have a valid, fully associated Volume Licensing (VL) profile for the agreements that should appear in the Microsoft 365 admin center.

Use the following checks and actions based on the documented behavior of the VL pages:

    1. Confirm correct portal location
      1. Go to the Microsoft 365 admin center using the documented URL.
      2. Navigate to Billing > Your products and select the Volume licensing tab.
      3. If Billing is not visible, select View all at the bottom of the navigation menu and pin Billing.
    2. Verify VL eligibility and roles
      1. To see the Contracts page and VL data, the signed‑in account must either:
        • Be a named contact on the VL agreement at contract creation (for non‑EA/EAS), or
        • Be a Notices and Online Administrator Contact (NTC) or Online Service Manager (OSM) on the VL agreement (for EA/EAS), or
        • Have been explicitly assigned a VL role in the Microsoft 365 admin center.
      2. If the account only has general tenant admin rights but no VL role or named‑contact status on the agreement, VL contracts will not load and can trigger errors. In that case, contact a VL Administrator in the organization and have them assign an appropriate VL role.
    3. Check for unmanaged/incorrect account issues
      1. If an Admin tile appears in the app picker for an unmanaged tenant, a domain takeover may be required so that the correct managed Microsoft Entra ID is used for VL.
      2. After converting to a managed tenant or choosing the correct Microsoft Entra ID, a new VL profile may be required. Microsoft Volume Licensing Support can create that profile when provided:
        • Old sign‑in ID
        • New Microsoft Entra ID
        • VL agreement numbers (License IDs)
        • Email address listed on the licensing agreement
    4. Sync permissions and inherited contracts
      1. In Billing > Your products > Volume licensing, open Preferences and select Edit preferences.
      2. Use Sync Permissions to refresh VL permissions if License IDs or entitlements are missing.
      3. If the account is a Primary/Notices/Online Administrator Contact on an MBSA, enable the option to inherit admin permissions on all License IDs under that parent program.
    5. Understand what will not appear
      1. Full licenses acquired via OEM or Retail will not appear on the VL pages.
      2. Licenses purchased under MPSA appear separately on the MPSA products tab, not in the standard VL contracts list.
    6. When to escalate to Microsoft Volume Licensing Support If the above steps are completed and the error persists, or if the VL agreement was originally associated with a different account or an old VLSC profile, a manual reassociation of the VL contract is required and can only be done by Microsoft support. Use the documented Volume Licensing Support channel to:
      • Submit a case from Help & Support in the admin center, or
      • If the admin center is not accessible for VL, use the dedicated Contact volume licensing support path.
      Provide:
      • License ID(s) / VL agreement numbers
      • Organization name and business email listed on the agreement
      • Current sign‑in ID for the Microsoft 365 admin center

    Support can then:

    • Reassociate the VL agreement to the correct tenant/profile,
    • Fix broken or legacy VLSC mappings, and
    • Ensure that VL contracts and license summaries load correctly in the Microsoft 365 admin center.
