Please notify me if I have misunderstood anything about your situation. Based on your sharing, when you mentioned that "New Excel window open lower", does that mean Excel open in window mode, not full-screen mode and then you have to drag it to the top to have full-screen? If that's the case, you can force Excel to always open maximized by:
- In Windows Search bar, type Excel and then right click the Excel icon > Open file location
- Then right click the Excel shortcut > Properties > go to Shortcut tab > set Run to Maximized > OK to save changes
About the weird window positioning tools pops out, I suspect that is the Windows 11 Snap Layouts. You can try disabling that annoying Snap popup by going to Settings > Systems > Multitasking > Snap Windows > uncheck "Show snap layouts when I drag..."
