can't sign in to windows apps - 0x800704cf

I'm getting this error message when I try to sign into Microsoft apps. I'm absolutely connected to the internet and can sign into apps online.

    Hi,

    It can be a network connection issue on the Microsoft Store or the device that prevents you from signing in to the Windows app. Please try the following solutions to fix the error. If the issue does not work, please proceed to the next solution.

    1. Repairing and resetting your Microsoft Store app. Start > Settings > Apps > Installed apps > Find MS Store app and choose More (...) > Advanced options > Repair. If the issue persists after repair, please choose reset. Make sure to restart your device after Repair and Reset.
    2. Make sure that your Microsoft Store and Windows are updated.
    3. Run the following command in Command Prompt (Admin).
      1. Press Windows Key + X.
      2. Click on Command Prompt (Admin).
      3. Type the following commands, and hit Enter after each command:
              netsh int tcp set heuristics disabled
              netsh winsock reset
              netsh int ip reset
              ipconfig /release
              ipconfig /renew
              ipconfig /flushdns
        
        d. Restart your device.
    4. Performing a Windows network reset. Go to Settings > Network & Internet > Advanced network settings > Network reset Restart your device.
    5. Start the Windows service
    6. Press Windows key + R, then type services.msc to open the services.
      1. Confirm the following services are running:
        1. Network Connected Devices Auto‑Setup
        2. Network List Service
        3. Network Location Awareness
        4. Windows Event Log
    7. If any are stopped, right‑click and then Start.

    doesn't solve the problem - told me to sign into account for final troubleshooting suggestion after nothing else worked - my issue IS that I can't sign in
