    @Jim Shaw
You cannot directly remove the only credit card linked to your Azure account unless you first add a new valid payment method. If the card isn’t yours, you should immediately update the payment method and contact Microsoft Support to investigate possible unauthorized use.
    Steps to resolve your issue:

1)Sign in to Azure portal: Go to https://portal.azure.com and log in with your account credentials.

2)Navigate to Cost Management: In the left menu, select 'Cost Management + Billing' to access payment settings.

3)Check account type: Identify if your subscription is Pay-As-You-Go or Microsoft Customer Agreement, as permissions differ.

4)Add a new payment method: Click 'Payment methods' and add a new credit/debit card or bank account.

5)Set new method as default: Mark the new payment method as default to replace the old card.

6)Delete the old card: Once a new default is set, select the unwanted card and choose 'Delete'.

7)Contact Microsoft Support: If the card is not yours, open a support ticket to report unauthorized association.

For an Azure subscription, a payment method that’s actively used for billing can’t be removed until it’s either replaced on all subscriptions/billing profiles that use it or those subscriptions are canceled.

Use the following checks and steps:

    1. Confirm the account and role
      • Sign in to the Azure portal with the account that owns the subscription/billing account.
      • For pay-as-you-go (Microsoft Online Subscription Program), the Account Administrator is required to change/delete cards.
      • For Microsoft Customer Agreement (MCA), a billing account owner/contributor is required.
    2. If the card is tied to a pay‑as‑you‑go subscription
      • Go to Cost Management + Billing in the Azure portal.
      • Select the subscription using the card.
      • Open Payment methods.
      • Add a new valid payment method (credit/debit card or wire transfer where supported) and set it as the default.
      • After the subscription is using the new method, delete the old card from the same Payment methods pane.
      • If you want to remove the card entirely and no other subscriptions should use it, repeat for any other subscriptions that share that card.
    3. If the card is tied to an MCA billing profile
      • Go to Cost Management + Billing → select the correct billing scope.
      • Under Billing, select Billing profiles, then choose the profile using the card.
      • Select Payment methods.
      • Add a new payment method and set it as default for that billing profile.
      • In Your Credit Cards, select the ellipsis () next to the old card and choose Delete.
      • If Azure reports the payment method is in use, first detach/replace it on all subscriptions under that billing profile, then delete it.
    4. If Azure still won’t let the card be deleted
      • Check for:
        • Outstanding balance on the subscription or billing profile. Any unpaid balance must be cleared before the payment method can be deleted.
        • The card still being the active method on any subscription. In that case, associate another payment method first.
      • If the subscription is no longer needed, cancel it; once canceled and any balance is settled, the associated payment method can be removed.
    5. If the card truly isn’t yours and you can’t control the account
      • If there is no way to sign in with the correct account or obtain the required role, the only way to stop charges to that card is usually through the card issuer/bank (requesting them to block or dispute the charges), since Azure requires proper account ownership/permissions to change payment methods.
