If you are able to access your Personal Vault online, but not on the OneDrive desktop folder, try resetting OneDrive by following the steps here:
If the issue persists,
Ensure that you are connected to a Wi‑Fi network (internet access is required to use Personal Vault) and that any VPN is turned off or disabled.
Then, press the Windows key + R, type services.msc, and click OK.
Locate FileSyncHelper in the list, right-click it, and make sure the service is running and that the Startup type is set to Manual.
If the service is already running, click Stop, wait a few seconds, and then click Start to restart the service.
After that, check whether you can access the OneDrive Personal Vault folder.
