This issue can occur when underlying service containers become unhealthy.
In this case, the PostgreSQL server internally reached a ready state, but because some containers were unhealthy, the Azure portal continued to show the status as “Updating”, making the database appear stuck.
The PG team resolved the issue by restarting the containers, which allowed the server to recover. After this action, the database became accessible and fully operational once again.
Could you please check and confirm whether the server is now available?
