Exception Error for User when performing Access Reviews in Azure Active Directory

I have a user in our organization that is a group owner, and is prompted to complete an access review of their group every 90 days. It is an Entra group, and when the user has went in to complete the review, they get the following error: User's image

The page for the access review spins as well, and takes quite some time to load. Does anyone have any idea what the issue could be? Possible Microsoft issue?

This isn’t caused by anything the user did.

The HttpRequestFailedException error, along with the slow loading page, indicates the Access Reviews service is unable to retrieve data. This usually points to a backend timeout or service issue rather than a permissions problem.

This is most commonly seen during temporary service disruptions. In some cases, large or complex groups or recently updated permissions can also contribute.

As a quick check, have the user try in an InPrivate or Incognito window or switch to another browser like Edge. You can also use the direct link: https://entra.microsoft.com/#view/Microsoft_Azure_ADGovernance/AccessReviewsMenuBlade. Confirm the user is still a Group Owner and assigned as a reviewer, and test with another reviewer to compare behavior. Retrying after some time often resolves it.

Based on the error and behavior, this is most likely a backend or service-side issue rather than a configuration problem.

I had the user try using a different browser and got the same result. It does appear that it is an issue on the backend, as the review decisions eventually go through, but sometimes it takes entering the same comment a couple times, which can be frustrating.
