Server reported as unreachable by our monitoring system. We were unable to RDP to server so we attempted to deallocate VM and reallocate. Deallocation did not complete after 30 minutes so we attempted a Reapply. Reapply has now been running for over 30 minutes and not completed. This is supporting critical infrastructure and needs to be brought up ASAP.

Thank you for your reply. We have the server back up and running. The deallocation command eventually finished after 1h 45min of time. We also received a notification from Azure that resources in the West US 2 region within our environment were being affected by an Azure Platform Service Health Issue with Virtual Machines intermittently being inaccessible or unresponsive. It is still ongoing and we have requested an RCA through the appropriate channel. This post can be closed as resolved.

Glad to know that the VM was recovered later.
From what you described and from the later Service Health notification, the long deallocation time and the VM being hard-stuck were caused by an underlying Azure platform issue affecting the host running your VM, not by anything specific to your configuration and you are on the track for RCA. Thank you for bringing this issue to our attention. Given your current situation, you could try redeploying the VM. This may switch the VM to a different host, which can help resolve the stuck deallocation or re-apply workflow.
