Admin Disabled Web app status

I am unable to restart my web app, every time a try it shows an Error 400, and once i check it, it says Account Suspended, bu my subscription is Active, all the past due were settled and the web app still shows Admin Disabled status. I urgently need support to reactivate all web apps i have in this subscription.

Thank you for reaching us regarding the issue.

When an Azure subscription becomes disabled (due to past-due payments, spending limit reached, or credit expiry), Azure automatically stops associated resources such as App Service web apps to prevent further charges. Even after you settle all payments and the subscription status changes to Active, the resources may remain in an administratively disabled state until the backend fully updates.

Recommended steps:

Verify subscription status

In the Azure portal, go to Subscriptions

Select the affected subscription

Confirm that status is Active and there are no spending‑limit banners or past‑due payment alerts and If a Reactivate option is shown, complete the reactivation

Allow time for backend processing

After payment or reactivation, Azure may take some time to fully lift administrative restrictions. During this period, App Services can continue to show Admin Disabled even though the subscription appears Active.

Start the Web App

Once the subscription is fully active and restrictions are cleared:

Open the Web App in the Azure portal

On the Overview page, select Start (or Restart)

Additional checks (if needed)

Review the Activity Log at the subscription level to confirm when the administrative disable action occurred

Ensure your user account has Contributor (or higher) permissions on the resource group and web app

The subscription is active and all the past due invoices were paid, all other services are running ok, only the app services does not allow to restart, create and so on, once i try to restart, i receive the following error:

I have contacted the support, sent the browser tracking, videos and so on, but still the same

Even though the subscription shows Active in the Azure portal, the error “Cannot complete the operation because subscription … is suspended” means that Azure backend enforcement has not yet been fully cleared for the subscription.

Microsoft documentation explains that after a subscription is reactivated from a billing‑related suspension (past‑due payment, spending limit, credit issues), backend reconciliation can take additional time, and during this period:

POST / PUT operations are blocked

Certain resource providers (including Microsoft.Web, used by App Service) may continue to reject operations

Errors stating the subscription is suspended can still occur, even when the portal shows Active

There is no customer‑side action (portal, CLI, or RBAC) that can clear this state.
Required resolution

Per Microsoft documentation, the only supported resolution is to continue working with Azure Support (Billing / Subscription Management) and request manual backend clearance of the suspension. Billing and subscription support is available without a paid support plan .
