Microsoft indicate they deprecated phone activation a while ago, that is no longer an option.

What happened on your PC before Windows was not activated?

Where did you get your Windows licence was that pre-installed on the PC or did you purchase a full retail Windows licence from Microsoft or from a 3rd party retailer, and if so, do you have the product key?

Or is your Windows licence based on a previous Windows 7 or 8 licence?

Click your Start Button, type cmd then right click Command Prompt and choose 'Run as Administrator'

Run or paste this command and hit Enter:

To activate Windows 11 without using phone activation, use the built‑in activation options and, if needed, the Activation troubleshooter.

1. Make sure the device is online
   • Connect to the internet; Windows activation requires an internet connection. A firewall or offline state can cause errors such as 0xC004FC03 or 0x8007267C.
   • If using a firewall or security suite, ensure it is not blocking Windows activation.
2. Enter a valid product key (if available)
   • Select Start > Settings > Update & Security (or System > Activation on some builds).
   • Select Change product key.
   • Enter the 25‑character Windows product key and follow the prompts.
   • If activation succeeds, the Activation page will show that Windows is activated.
3. Use the Windows Activation troubleshooter (online method)
   • Sign in with an administrator account.
   • Go to Start > Settings > Update & Security > Troubleshoot.
   • Run the Activation troubleshooter (it appears only if Windows is not activated).
   • Follow the on‑screen steps. The troubleshooter can fix common activation problems when activation over the internet is possible.
4. If activation still fails
   • Check the specific error code shown on the Activation page and compare it with the list of common errors to see the exact cause and recommended fix.
   • If the troubleshooter cannot resolve the issue and a valid license or product key exists, contact Microsoft support so they can review the license and help reactivate.

Note: Only official methods are supported for activation (valid product key, genuine digital license, or legitimate volume licensing). Scripted or third‑party KMS methods are not legal or supported.
