I think you've run into a known bug in the People App of New Outlook for Windows. Is this what you see:

    User's image

But if you double-click on the List, you see:

    User's image

But if you Edit the list, you see your members:

    User's image

Also, if you use the List in the "To:" of an email it has all the members:

Workaround - For a Microsoft email account (e.g. outlook.com) you can use Outlook Web. It will show the Members correctly.

In new Outlook for Windows, contact lists (formerly “contact groups”) do not expose a separate, detailed Members tab like classic Outlook. Instead, membership is managed and viewed directly in the contact list editing experience.

To verify and manage members in new Outlook:

    1. Open new Outlook and select People on the side panel.
    2. Select All contact lists so that only lists (not individual contacts) are shown.
    3. Right‑click the contact list and choose Edit (or select the list and choose Edit from the Ribbon).
    4. In the edit view, check the names/addresses listed there; this is where members of the list are shown and managed in new Outlook.
    5. If needed, add more contacts or remove existing ones, then select Save.

The count shown on the list reflects the members stored in that list; the classic-style Members tab is not used in the new Outlook interface, so it appears empty even though the list actually has members.
