Htomail web login locked by failed password attempts.

Entering my info to log in to hotmail gets me notice that says "You've tried to sign in too many times with an incorrect account or password." I'm confident that my credentials are correct. This has been true for well over a month at this point. I have tried on different devices, different networks, and different browsers to the same effect.

Trying to reset the password sends a code to my recovery email, which I can complete without problems, then asks for a second code from my phone. When I click the button to send a code to my phone I get: "Try another verification method", and the only button sends me back to the start.

I was able to make a brand new account to post this question, so I don't think it's a problem with my connection specifically. If I enter the email in the sign-in helper it insists nothing is wrong. The only thing left in the sign-in helper that I haven't been able to work through is "there may be heavy compromised traffic", since there's way for me to do anything about it or even tell if this is the case.

Is there anything I can do to get back in?
